CPCB Drafts Guidelines for Safe Collection and Storage of Solar Waste

The Central Pollution Control Board (CPCB) has released draft guidelines for the collection, transportation, and storage of solar waste, inviting public comments until June 25, 2025. The guidelines apply to solar modules and cells that reach end-of-life or are damaged during manufacturing, transport, or installation. Under the E-Waste (Management) Rules, 2022, solar waste is classified as electronic waste, with manufacturers responsible for its management until FY2035.
Manufacturers must implement collection mechanisms for both individual and bulk consumers and publicize take-back programs. Transportation of solar waste must be conducted using covered and preferably authorized hazardous waste vehicles. Open dumping is strictly prohibited to avoid toxic leachates from metals like cadmium, lead, and selenium.
Storage guidelines mandate safe handling to prevent breakage and contamination. Facilities must offer 19.5 m³/ton capacity, use non-leachable floors, and maintain conditions suitable for potential reuse or recycling. Storage areas must be ventilated, dry, and fire-protected, with clear labelling and periodic inspections.
This move follows recent environmental concerns raised in Kanpur, Uttar Pradesh, and aligns with Gujarat’s initiative to explore recovery methods for valuable materials from solar waste. The draft guidelines mark a step forward in sustainable solar waste management amid India’s growing solar footprint.
