INETTT Report Highlights: "Just Energy Transitions in Developing Countries"

The International Network of Energy Transition Think Tanks (INETTT) has published a report analyzing the role and design of Just Energy Transition Partnerships (JETPs) in helping developing countries achieve fair and inclusive energy transitions. The report identifies that for climate finance to be truly effective, it must address systemic inequities and embed justice into transition strategies.
The report highlights three core pillars of a just energy transition:
1. Distributional Justice – Fair sharing of the costs and benefits of the energy transition.
2. Procedural Justice – Ensuring transparent governance, public participation, and due process.
3. Recognition and Restorative Justice – Acknowledging and addressing the rights of marginalized groups and compensating those harmed by past environmental injustices.
Key insights from existing JETP experiences include:
• Transition finance must be country-owned, aligning with national needs and contexts.
• It must ensure transparency and public accountability, allowing civil society to play a watchdog role.
• It should integrate human rights principles, ensuring inclusive development and long-term social stability.
The report serves as a guide for governments, donors, and institutions to design just, participatory, and equitable climate finance mechanisms that go beyond carbon metrics to deliver real social and environmental value.
