Rajasthan Renewable Energy Corporation (RREC) invites Bidding for 511 MW Rooftop Solar Projects on government buildings

Rajasthan Renewable Energy Corporation (RREC) has initiated a major tender to empanel developers for installing 511 MW of grid-connected rooftop solar systems on government buildings across the state. The deadline for bid submissions is January 20, 2025, with the bids scheduled to be opened on January 21, 2025.

Key Details of the Tender


Developers participating in this tender will need to furnish an earnest money deposit (EMD) of Rs 8.7 lakh per MW of quoted capacity. For small-scale industries, the EMD requirement is reduced to Rs 2.175 lakh per MW.
Once selected, developers must provide a performance bank guarantee (PBG) equivalent to 3% of the order value, with small-scale industries allowed to submit a reduced PBG of 0.5%. Additionally, successful bidders are responsible for operation and maintenance of the systems for 25 years after commissioning.
The projects must be completed within 12 months from the date of award, ensuring a capacity utilization factor (CUF) of at least 15%. Any delay in commissioning will result in penalties amounting to 5% of the PBG value per week, capped at a maximum delay of 20 weeks. Beyond this, RREC reserves the right to cancel the power purchase agreement (PPA).

Project Capacities and Site Requirements

Bidders can quote for a minimum capacity of 5 MW and a maximum of 100 MW, with specific requirements to allocate at least 35 MW in Jaipur and 25 MW in Jodhpur. Participants must have:
  1. Experience in designing, supplying, installing, testing, and commissioning at least one grid-connected solar project of 5 kW minimum capacity.
  2. A cumulative project capacity equivalent to 10% of the quoted capacity in the past seven years.
  3. A minimum net worth of Rs 60 lakh per MW of quoted capacity.
  4. An average annual turnover of Rs 1 Cr per MW over the last three financial years.

Developers are required to use solar modules listed in the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy (MNRE). This ensures adherence to the highest quality standards and government guidelines for the projects.
