RERC Issues Draft Procedure for Intrastate Grid Connectivity in Rajasthan

The Rajasthan Electricity Regulatory Commission (RERC) has released a draft procedure governing connectivity to the intrastate transmission system at 33 kV and above. This comprehensive framework, issued under Regulation 17 of the Rajasthan Electricity Grid Code Regulations, 2024, applies to a broad range of entities, including generating companies, energy storage systems, green hydrogen projects, renewable developers, and bulk consumers.
Connectivity is mandatory for all new and modified connections and must be established through a formal three-stage process: initial connectivity intimation, final interconnection permission, and execution of a connection agreement. Without the agreement, no physical connection to the grid will be permitted.
The application process mandates submission to the Chief Engineer of RVPN along with technical documents, statutory approvals, and a non-refundable fee based on project size (ranging from Rs100,000 to Rs900,000). Additionally, renewable projects must be registered with RREC prior to application.
Grid connectivity charges are set at Rs250,000/MW or actual bay cost, with a required bank guarantee. Projects must adhere to specific voltage injection limits and conductor types. Failure to utilize connectivity within three years will result in forfeiture of the guarantee.
The regulation also requires applicants to build their own transmission lines to RVPN substations and install synchrophasor measurement systems as per CEA standards. Connectivity is strictly project-specific and non-transferable, with over-injection beyond approved capacity liable for disconnection. The draft follows RERC's recent mandate requiring battery storage for captive projects exceeding 100% contract demand, emphasizing grid discipline and infrastructure readiness amid growing renewable and industrial demand.
