SECI Floats Tender for 4.55 MW Rooftop Solar Projects

The Solar Energy Corporation of India (SECI) has issued a tender for the development of 4.55 MW grid-connected rooftop solar PV projects under the RESCO model in 10 institutions across 5 states. These projects will be implemented under the build, own, and operate (BOO) model.

• Chhattisgarh (1 project):
  • IIM Raipur
• Manipur (1 project):
  • Manipur University, Imphal

Bid Submission Details:

• Submission Deadline: April 30, 2025
• Techno-Commercial Bid Opening: May 5, 2025

Key Bidder Requirements:

• Bid Processing Fee: INR 6,000
• Performance Guarantee:
  • INR 3,375/kW for Zone III (Bihar, Chhattisgarh)
  • INR 3,715/kW for Zone IV (Assam, Manipur, Sikkim)
• Service Charges to SECI:
  • INR 1,350/kW for Zone III
  • INR 1,485/kW for Zone IV
• Bid Scope: Minimum of one project to a maximum of all 10 projects (4.55 MW cumulative capacity)
• Technical Compliance:
  • Use of ALMM-compliant solar modules
  • Minimum annual CUF of 15% (Zone III) and 13.5% (Zone IV)

This initiative aims to expand rooftop solar adoption in educational and institutional campuses, reinforcing India's renewable energy transition.
