Andhra Pradesh Electricity Regulatory Commission (APERC) Approves Rs4.6/kWh Tariff for APSPDCL’s 400 MW Wind-Solar Hybrid Procurement from Axis Energy

The Andhra Pradesh Electricity Regulatory Commission (APERC) has approved a tariff of Rs4.6/kWh for APSPDCL to procure 400 MW of wind-solar hybrid power from Axis Energy Ventures. The approval covers four power purchase agreements (PPAs) under a state-led bundling, balancing, and banking program designed to deliver high-capacity utilization and renewable energy compliance.

The program mandates a 60% CUF, energy storage integration, and peak hour supply. APSPDCL emphasized that these hybrid projects will support round-the-clock power, reduce dependency on interstate transmission, and help meet Andhra Pradesh’s 24% Renewable Purchase Obligation (RPO) by 2026-27.

Axis Energy agreed to provide energy storage systems and ensure 90% availability during peak hours, with flexibility to update the renewable configuration before commercial operation. The APERC changed peak demand hours to 5–9 AM and 7–11 PM, anticipating load shifts from solar adoption.

The Commission also allowed APSPDCL to purchase banked energy at 50% of the pooled power purchase cost, and the Rs4.6/kWh tariff is lower than that discovered in SECI’s recent 1.2 GW hybrid auction.

This move supports state-level grid stability and economic clean energy procurement. It follows APERC’s recent support for rooftop solar through waived fees and net metering charges under the PM Surya Ghar Yojana.
