Assam Approves Rs5,400 Cr Pumped Storage Project, Green Fund & Social Welfare Schemes

In a landmark move to boost renewable energy and green development, the Assam Cabinet has approved a Rs5,400 crore, 900 MW off-stream Pumped Storage Project (PSP) at West Karbi Anglong. Developed by Hinduja Renewables, the PSP supports Assam’s goal of achieving 2 GW of PSP capacity by 2030 and will enhance grid stability by balancing demand and supply.

Additionally, the Cabinet sanctioned the creation of the Assam Industrial and Green Growth Fund, a Rs3,000 crore SEBI-registered Alternate Investment Fund. It will receive an initial Rs500 crore as anchor investment and support long-term financing for renewable energy, MSMEs, tourism, startups, agro-tech, and green infrastructure.

The government also launched the ‘Shradhanjali’ scheme, effective October 1, 2025, offering support for repatriation of deceased low-income individuals from Assam who die accidentally or by murder outside the state.

In environmental protection, two wetlands in Goalpara district—Urpad Beel and Hasila Beel—were proposed as Reserve Forests. Public feedback on Hasila Beel will be sought over a month.

Lastly, the Cabinet approved the Assam State Mineral Exploration Trust Rules, 2025, to oversee exploration of minor minerals like sand, stone, and limestone, under a newly created State Mineral Exploration Trust (SMET).
