Assam’s Rooftop Solar Potential Over 13 GW, Far Exceeding Current Target: iFOREST Report

Assam has an estimated rooftop solar potential of 13,428 MW—over five times the state’s target of 1,900 MW under the Integrated Clean Energy Policy 2025—according to a new report by iFOREST, a New Delhi-based non-profit. The report, Accelerating Solar Rooftop in Assam, is the first to present a granular district, ward, and city-level analysis of rooftop solar potential in the state.
During the report's launch in Guwahati, Hirdesh Mishra, Additional Principal Chief Conservator of Forests and CEO of the Assam Climate Change Management Society, emphasized Assam’s need for clean and local energy given its climate vulnerability. He noted that while fossil fuel use will persist, rooftop solar offers a promising, scalable alternative.
Bibhu Bhuyan, former MD of APGCL and Professor at Girijananda Technical University, highlighted Assam’s low per capita electricity consumption—370 kWh compared to the national average of 1,400 kWh. He stressed the need for government support in the form of subsidies, particularly for APDCL and transportation, to boost solar adoption in remote areas. The report calls for innovative and large-scale incentives to drive rooftop solar deployment across the state in alignment with Assam’s economic and energy realities.
