Bihar State Power Generation Company Limited (BSPGCL) Invites Bids for 10 MW Floating Solar Project at Durgawati Dam

Bihar State Power Generation Company Limited (BSPGCL) has floated a tender for a 10 MW grid-connected floating solar power project over the Durgawati Dam reservoir in the Kaimur/Rohtas district. The bid submission deadline is July 2, 2025, with bid opening scheduled for the same day.
Bidders are required to submit an earnest money deposit of Rs1 crore and a bid fee of Rs25,000 plus 18% GST. The selected bidder must provide a performance bank guarantee of Rs25 lakh per MW—Rs2.5 crore for the full project—valid for 18 months.
The scope includes the complete design, supply, erection, testing, and commissioning of the floating solar project, along with a dedicated high-tension line for grid connectivity. The mandated minimum capacity utilization factor is 19%, and the project must be commissioned within 12 months of signing the power purchase agreement (PPA). Operation and maintenance services are required for 25 years.
Eligible bidders must have commissioned at least 5 MW of cumulative grid-connected solar capacity, including one project of at least 1 MW, and should have a minimum average annual turnover of Rs30 crore in the past three financial years.
Only models from the MNRE’s Approved List of Models and Manufacturers are permitted. Penalties include proportional daily PBG encashment for delays up to six months, and PPA termination beyond that. Compensation for generation shortfalls will be charged at 1.5 times the PPA tariff.
