CEA Issues Draft Regulations on Power Infrastructure Standards and Cybersecurity for India’s Future-Ready Grid

The Central Electricity Authority (CEA) has released two new draft regulations to modernize India’s power infrastructure — focusing on technical construction standards and cybersecurity. The drafts include the “CEA (Technical Standards for Construction of Electrical Plants and Electric Lines) (2nd Amendment) Regulations, 2025” and the “CEA (Cyber Security in Power Sector) Regulations, 2025.” Stakeholders can submit feedback by November 7, 2025.
The proposed technical standards introduce detailed requirements for Renewable Energy Stations and Battery Energy Storage Systems (BESS), defining components like the Battery Management System (BMS) and Power Conversion System (PCS). For solar and wind power projects, a minimum design life of 25 years is mandated, along with RFID tagging for traceability. Floating solar systems must meet stricter durability and corrosion resistance standards, while offshore wind projects require helipads or helihoists for maintenance access. The BESS section outlines safety features like DC breakers, fire prevention, and emergency protocols to mitigate thermal risks.
Simultaneously, the Cybersecurity Regulations aim to strengthen defenses against digital threats by enforcing minimum security norms, regular audits, and mandatory reporting of cyber incidents. Together, these regulations represent a comprehensive framework to enhance both the physical resilience and digital security of India’s power grid, ensuring a safe, efficient, and future-ready energy system.
