CEL Floats Tender for 200 MW Solar Module Plant Under Make in India, Boosting Domestic Manufacturing

Central Electronics Limited (CEL), under the Ministry of Science and Technology, has issued a tender to establish a 200 MW solar module manufacturing facility in Sahibabad, Uttar Pradesh. The project, part of the Make in India initiative, will operate on a revenue-sharing model. The bid submission deadline is May 14, 2025, with a required earnest money deposit of Rs12 lakh.

In FY 2024, CEL’s photovoltaics division reported Rs35.17 crore in sales and Rs35.43 crore in production, slightly down from the previous year. Solar PV contributes 10.22% of CEL’s revenue. Earlier in February 2025, CEL had also invited expressions of interest to operate a 40 MW automated solar module manufacturing plant in the same state. This plant includes storage for 12 MW of solar modules and is part of CEL's broader commitment to solar energy.

The company has also deployed 1.5 MWp of solar capacity and converted its administrative building into a net zero energy complex, meeting 43% of its energy needs with a 1.5 MW rooftop solar system.

Nationwide, India added 25.3 GW of solar module capacity and 11.6 GW of cell capacity in 2024, driven by solar demand and the reinstatement of the ALMM policy. As of April 2025, total certified module capacity in the ALMM stands at 88,905 MW.
