CERC Admits Petitions from Solar Developers Seeking Compensation for Power Curtailment Losses

The Central Electricity Regulatory Commission (CERC) has admitted multiple petitions from leading solar developers — ACME Solar Holdings, AMPIN Energy Green, Juniper Green Cosmic, and NTPC Green Energy — seeking compensation for generation and financial losses caused by power curtailment due to delays in associated transmission systems. The developers have requested CERC to direct Power Grid Corporation of India (PGCIL) and the Central Transmission Utility of India (CTUIL) to provide compensation until the corresponding transmission networks are fully operational.

Additionally, the petitioners asked CERC to instruct PGCIL to refund annual transmission charges already paid. The Commission has scheduled a hearing for November 27, 2025, and ordered PGCIL to submit its responses within six weeks. CTUIL has been directed to report on the status and delays of the transmission projects tied to the developers’ General Network Access (GNA).

The case highlights ongoing challenges in India’s renewable energy sector, particularly transmission infrastructure delays that have led to significant curtailment. Between March and September 2025, around 4 GW of wind and solar energy was curtailed in Rajasthan alone, largely due to incomplete transmission lines and reduced power demand amid heavy monsoon rains in northern India.
