GERC Grants 396-Day Extension for 40 MW Wind Project Due to Unforeseen Delays

The Gujarat Electricity Regulatory Commission (GERC) has granted a 396-day extension to Sarjan Realities for completing the evacuation infrastructure of its 40 MW wind project at the 220 kV Savarkundla substation. The developer had sought relief, citing delays caused by factors beyond its control, including procedural bottlenecks and pending government approvals.
GERC found that the project delays were mainly due to external factors such as delayed approval of a separate 66 kV feeder bay by Gujarat Energy Transmission Corporation (GETCO), late issuance of the final estimate, and prolonged right-of-way permissions from the state government. The Commission acknowledged these as valid grounds for extension under its Wind Tariff Order, which allows additional time for projects impacted by unforeseen circumstances.
The identified delays included 88 days due to a lead generator’s inaction, 64 days for GETCO’s bay approval, 168 days for the final estimate, and 76 days for right-of-way approvals—totaling 396 days. GERC emphasized that the extension does not include monetary compensation but provides only additional time to complete the project. It also ruled that the developer’s undertaking not to seek extensions cannot override statutory rights.
This decision follows GERC’s recent approval of a 361-day extension for another wind-solar hybrid project in the state.
