Germany Awards 2.27 GW of Ground-Mounted Solar in Latest Tender Round

Aug 16, 2025

Germany’s Federal Network Agency (Bundesnetzagentur) has awarded 2,271 MW of ground-mounted solar capacity in its latest tender, categorized under the “first segment” for installations not located on buildings or noise barriers. The tender, which closed on July 1, 2025, attracted strong demand with 313 bids totaling 2,820 MW against the tendered volume of 2,266 MW. Ultimately, 258 bids were awarded contracts, while 36 were disqualified.

The awarded tariffs ranged from €0.0400/kWh, with the average volume-weighted price at €0.0484/kWh. Bavaria emerged as the largest beneficiary with 689 MW awarded across 106 bids, followed by Rhineland-Palatinate (251 MW) and Lower Saxony (250 MW).

Klaus Müller, President of the agency, highlighted that strong competition continues to keep prices stable and well below the ceiling tariff, ensuring predictability for bidders. The next tender round for first-segment solar projects is scheduled for December 1, 2025.

In a previous round, the agency awarded 255 MW of solar capacity on buildings and noise barriers, with tariffs averaging €0.0922 /kWh.

Meanwhile, Germany added 3 GW of solar capacity in Q2 2025, marking a 12% YoY decline from 3.4 GW in the same quarter last year. The country’s cumulative solar capacity now stands at 107.4 GW, though June 2025 saw the lowest monthly addition at 904.6 MW.
