Haryana Approves 400 MW Firm Renewable Energy Procurement from NHPC at Rs4.44/kWh

The Haryana Electricity Regulatory Commission (HERC) has approved Haryana Power Purchase Centre’s (HPPC) plan to procure 400 MW of firm and dispatchable renewable energy (FDRE) from NHPC via interstate transmission system (ISTS)-connected projects with energy storage. The approved tariff is Rs4.44/kWh with an additional trading margin of Rs0.07/kWh. This decision supports Haryana’s renewable purchase obligation (RPO) goals, which aim for a 43.33% renewable share by FY2030.

NHPC launched a competitive bidding process in March 2024 to select developers for 1,200 MW of FDRE. HPPC opted for 400 MW, conditional on HERC’s approval and signing of the power sale agreement (PSA) by June 15, 2025. This timeline ensures eligibility for a 50% waiver in ISTS charges for 25 years as per the Ministry of Power’s policy.

HERC acknowledged the urgency due to the June 2025 ISTS waiver deadline and approved both the draft PSA and tariff. The Commission noted that the proposed 70% minimum capacity utilization factor (CUF) offers thermal-like reliability. The move highlights Haryana’s strategic push for firm renewable capacity backed by storage to enhance grid reliability and meet its escalating clean energy targets.
