Haryana Secures 400 MW Firm RE from NHPC at Rs4.44/kWh, Gains Transmission Waivers

The Haryana Electricity Regulatory Commission (HERC) has approved the procurement of 400 MW of firm renewable energy (RE) from NHPC Ltd at Rs4.44/kWh (including Rs0.07/kWh trading margin) for 25 years. The solar-wind-storage hybrid power will be sourced from projects across Rajasthan, Gujarat, and Karnataka and is designed to supply 90% of demand during peak hours (5–10 AM and 6–11 PM), aiding Haryana in addressing its peak power deficit.
The order allows the Haryana Power Purchase Centre (HPPC) to sign the Power Supply Agreement (PSA) with NHPC by June 15, 2025, ensuring eligibility for a 50% inter-state transmission charge waiver and avoiding approximately Rs1,200 crore in potential grid fees. With a base tariff of Rs4.37/kWh, the agreement undercuts recent SECI and NTPC auction prices and is expected to save Rs180 crore annually for the discoms.
This move supports Haryana’s 2026–27 Renewable Purchase Obligation (RPO) target of 33.01%, including a 2.5% mandate for storage-backed projects. HERC overruled concerns about NHPC’s trading margin citing MoP guidelines and APTEL rulings, while NHPC must commission the projects by June 2027 to retain the associated incentives. The procurement helps Haryana reduce its thermal dependence amid an anticipated 3,717 MW power deficit by FY35.
