Jabalpur Municipal Corporation Invites Bids for 10 MW Open Access Solar Project

The Jabalpur Municipal Corporation (JMC) has issued a tender to develop a cumulative 10 MW open access solar power project in Jabalpur, Madhya Pradesh. The project aims to meet JMC's captive energy needs, offsetting 45% of its daytime (9 AM to 5 PM) power demand and 23.57% of its annual energy consumption. Power banking will help meet 30% of nighttime energy requirements. The deadline for bid submission is June 30, 2025, with opening scheduled for July 5.

Bidders must pay an earnest money deposit of Rs50 lakh and a document fee of Rs50,000. The selected bidder will be required to submit a Rs1.05 crore performance security and a Rs35 lakh O&M security deposit. Additionally, project development fees totaling Rs540,000 plus GST will be paid in four stages to the project consultant. The total project cost is capped at Rs14 crore, with excess cost to be paid annually.

The scope of work includes design, engineering, procurement, construction, testing, commissioning, and 25 years of O&M. The project must connect to the 132/32 kV substation of Madhya Pradesh Transmission Company, with land procurement (2.5 acres/MW) and connectivity approvals the bidder’s responsibility. A minimum CUF of 19% must be maintained.

Eligibility criteria include a financial turnover of at least Rs20 crore over the past three years and experience in developing at least 10 MW of operational solar projects in the past seven years, including at least one 5 MW project. This tender follows JMC’s February 2024 call for consultants for 10 MW captive/net metering solar projects for high-tension power supply.
