Maharashtra Invites Bids for 3.43 GW Solar Under MSKVY 2.0

Maharashtra State Electricity Board Solar Agro Power (MSAPL), a wholly owned subsidiary of MSEB Holding Company, has issued a tender to develop and supply 3.43 GW of solar power from 509 projects under the Mukhyamantri Saur Krushi Vahini Yojana (MSKVY) 2.0. Bids must be submitted by August 18, 2025, and will be opened the same day.

Bidders are required to submit an earnest money deposit of Rs100,000/MW, a bid document fee of Rs25,000 plus GST, and a processing fee of Rs2,500/MW. The scope covers financing, engineering, procurement, construction, commissioning, and O&M, including evacuation infrastructure up to the delivery point. Projects must be commissioned within 12 months and adhere to a tariff ceiling of Rs2.9/kWh.

Government land will be leased at Rs1/hectare annually, while private land leases will cost Rs125,000/hectare or 6% of the circle rate (whichever is higher) with a 3% annual escalation. Eligible bidders must meet net worth, turnover, and prior performance criteria, including commissioning at least 20% of earlier awarded capacity and achieving 50% physical progress.

Only crystalline silicon or thin film modules are allowed. This follows earlier tenders, including SJVN Green Energy’s 1,352 MW bid in January 2025 under MSKVY 2.0 and a 130 MW tender in January 2024 under PM-KUSUM.
