Masdar and PLN Expand Floating Solar Power Projects in Indonesia

Masdar, the UAE’s renewable energy giant, and Indonesia’s state utility PLN have signed two significant agreements to accelerate floating solar development in the archipelago. A Memorandum of Understanding (MoU) has been signed to develop a new floating solar plant at the Jatigede Dam in West Java, after Masdar secured the lowest tariff in the Hijaunesia 2023 bidding round. Construction is expected to begin this year, with completion scheduled for 2027.

Additionally, both parties signed a Principles of Agreement to explore expanding the 145 MWac Cirata Floating PV Plant, Southeast Asia’s largest, which began operations in November 2023. Cirata currently powers 50,000 homes and offsets 214,000 tonnes of CO? annually. These projects align with Indonesia's ambition to achieve net-zero emissions by 2050 and add 75 GW of renewable energy capacity over the next 15 years.

The deals were inked during President Prabowo Subianto’s state visit to the UAE, signaling stronger bilateral ties and a shared commitment to clean energy. Indonesia’s geography—with over 17,000 islands and 600+ reservoirs—offers ideal conditions for floating solar. Masdar aims to expand its global renewable portfolio to 100 GW and become a key green hydrogen player by 2030, bolstering its presence in Southeast Asia through its Jakarta office and geothermal ventures.
