MNRE Issues Draft Guidelines for Battery Series Approval under BIS Registration

The Ministry of New and Renewable Energy (MNRE) has released draft guidelines for the compulsory registration of storage batteries under the Bureau of Indian Standards (BIS) as per the Solar Systems, Devices, and Component Goods Order 2025. These guidelines are designed to streamline testing and approval by introducing the concept of “product families,” enabling manufacturers to group similar models together and reduce duplication in compliance.

The framework covers lead-acid, lithium-ion (portable & industrial), and nickel-based batteries, with IS 16270:2023 as the reference standard for testing and quality assurance. Construction requirements vary by chemistry: lead-acid batteries must use acid-resistant materials, nickel-based batteries require alkali-resistant containers, and lithium-ion designs must meet flame-retardant and impact-resistant standards.

Testing will be conducted on randomly selected samples, with classification into series based on capacity and design (e.g., 2V lead-acid, VRLA, lithium-ion cylindrical, prismatic, and pouch types). Type tests are performed on the highest-rated model in each series, while capacity tests must cover all ratings.

The guidelines also include strict safety protocols, such as handling procedures, use of protective equipment, marking requirements, and recycling obligations. These measures aim to enhance reliability, ensure consumer safety, and promote sustainable disposal of used batteries.
