MNRE Issues Draft Guidelines for SPV Inverter Testing under 2025 Quality Control Order

The Ministry of New and Renewable Energy (MNRE) has issued draft guidelines for testing and approving solar photovoltaic (SPV) inverters under the Solar Systems, Devices and Components Goods Order, 2025. These apply to off-grid, grid-tied, and hybrid inverters and aim to streamline BIS registration and ensure standardized compliance for manufacturers and test labs. Stakeholders can submit comments until July 8, 2025.
The draft allows the highest-rated inverter model in a product family to represent the series for safety and anti-islanding tests under IS 16221 Part 2 and IS 16169, while mandates individual model testing for performance standards like IS/IEC 61683 and IEC 62891. All inverters in a series must have identical hardware and firmware configurations.
Manufacturers must provide detailed technical documentation, including circuit diagrams, BOMs, firmware versions, and even unpopulated PCBs. Test labs must list all model numbers and brands in their reports. Inverters must also bear permanent markings showing manufacturer details and technical specs.
Retesting protocols clarify that a failed test sequence can be repeated once, with a second failure resulting in disqualification. The guidelines aim to remove ambiguity in testing, enhance product quality, and support BIS registration under the new solar component regulatory framework.
