MNRE Leads Strategic Dialogue to Propel India’s Solar Manufacturing and Deployment

India’s Ministry of New and Renewable Energy (MNRE) is intensifying efforts to bolster the domestic solar manufacturing sector and streamline solar project development. In a key initiative, MNRE Secretary Shri Santosh Kumar Sarangi chaired high-level monthly meetings with leading Solar PV manufacturers and developers at Atal Akshay Urja Bhawan to address critical roadblocks and accelerate sectoral growth.

Discussions with manufacturers focused on refining the Approved List of Models and Manufacturers (ALMM) framework, strengthening testing infrastructure, addressing anti-dumping duties on tempered glass as a legal adjustment for developers, and securing timeline extensions for domestic solar cell supply. Budget augmentation for R&D and support for export markets, especially the USA, were also emphasized.

On the developer front, key priorities included resolving environmental clearance challenges, notably around the Great Indian Bustard habitat, extending the Inter-State Transmission System (ISTS) waiver, and addressing complexities in Commercial & Industrial (C&I) PPAs. The dialogue also reviewed progress on Battery Energy Storage Systems (BESS), Pumped Storage Projects (PSP), and examined issues related to connectivity revocations and project commissioning.

In his concluding remarks, Shri Sarangi called for collective action to enhance export readiness, resolve policy bottlenecks, and create a robust domestic manufacturing ecosystem.

As India advances into Amrit Kaal, he stressed the need for the solar industry’s momentum to align with the country’s clean energy ambition, reaffirming the Ministry’s commitment to making India a global solar manufacturing leader.
