MNRE Releases Draft Guidelines for Solar Inverter Testing Under 2025 Quality Order

The Ministry of New and Renewable Energy (MNRE) has issued draft guidelines for the testing and approval of solar inverters under the Solar Systems, Devices, and Components Goods Order, 2025. The move aims to enhance inverter quality and performance across India’s solar ecosystem. Industry stakeholders have been invited to submit feedback.

Manufacturers must declare the series of their inverter models when submitting samples for testing. Only the highest-rated model within a series will be tested under IS 16221 (Part II):2015 and IS 16169:2019, with a single report covering all lower-rated models in the same family. To qualify, models must share hardware architecture, firmware, PCB design, power stage topology, control algorithm, and cabinet design. If cabinet designs differ, each must be separately tested for ingress protection.

Inverters must have indelible labels detailing the manufacturer, model number, voltage ratings, and manufacturing location. Testing will be conducted in two sequences—Sequence 1 for safety and electrical performance, and Sequence 2 for environmental and physical durability. If a sample fails, a new unit must be submitted for retesting, with applicable fees.

The pass criteria will follow BIS standards IS 16169 and IS 16221 Part II. The guidelines are part of MNRE's push for safer, reliable, and higher-quality solar components in India.
