MNRE to Finalize Domestic Sourcing Mandate for Wind Sector, Industry Warns Against Exemptions

The Ministry of New and Renewable Energy (MNRE) is set to finalize the revised list of models and manufacturers (RLMM) norms after public consultation, introducing mandatory domestic sourcing of key wind turbine components—rotor blades, towers, gearboxes, and generators. The draft policy, which aligns with NITI Aayog's recommendations, aims to boost local manufacturing and protect jobs in the wind energy sector.
Industry leaders, including Aditya Pyasi of the Indian Wind Turbine Manufacturers Association, have welcomed the proposal but warned that any exemptions for the 30 GW of ongoing wind projects could undermine India’s localization goals. If exemptions are granted, over Rs2 lakh crore worth of economic activity could shift abroad, jeopardizing domestic manufacturers operating at just 25?pacity utilization.
India has significant wind manufacturing infrastructure: 30 GW blade, 29 GW gearbox, 17 GW generator, and 20 GW tower capacities. However, continued underutilization and policy dilution risk widespread job losses, MSME bankruptcies, and investor hesitancy. The final RLMM notification is expected soon, and the industry stresses the urgency of strong implementation to meet the 100 GW wind target by 2030 and solidify India's global position in wind energy manufacturing.
