MPPMCL Invites Bids for 500 MW Pumped Storage Projects

The Madhya Pradesh Power Management Company (MPPMCL), on behalf of state DISCOMs and Uttar Pradesh Power Corporation (UPPCL), has floated a tender to procure 500 MW of pumped storage capacity from ISTS-connected projects. The projects will operate on a build-own-operate basis with a 40-year supply agreement. Bidders must offer at least 50 MW from a single location, with up to 6 hours of discharge and 4 hours continuous discharge. Supply must begin within 72 months of signing the pumped storage project agreement (PSPA), with a maximum limit of 10 years for full capacity.
Key bid details include an EMD of Rs1.2 million/MW, a PBG of Rs3 million/MW, and fees of Rs10,000 each for the tender document and application. Projects commissioned or under development beyond March 31, 2024, are eligible. Technical requirements include ISTS connectivity, LTA/GNA arrangements, and a cycle loss below 25%.
Bidders must have executed a contract above Rs500 million, maintain a net worth of at least 20% of project cost, and demonstrate a turnover of Rs6 million/MW in the last fiscal year (or equivalent financial backing). The power supply will be allocated seasonally—November–April to MPPMCL and May–October to UPPCL. Bids are due October 27, 2025, and will open on October 31.
This move supports India’s growing pumped hydro capacity, which saw an addition of 1,200 MW in Q2 2025.
