MREL Invites Bids to Procure 164 MW Solar Power via Open Access on Mumbai-Nagpur Highway

Mahasamruddhi Renewable Energy (MREL), a special entity of the Maharashtra State Road Development Corporation, has floated a tender for long-term power purchase agreements (PPAs) for 164 MW of solar power through open access from projects located along the Mumbai–Nagpur highway. Bids must be submitted by May 23, 2025, and will be opened on May 26.

To participate, bidders must submit an earnest money deposit of Rs500,000 and pay fees for the tender document and processing, both of which include 18% GST. Successful bidders must also provide a performance bank guarantee of Rs35 lakh per MW of the contracted capacity, valid for the full PPA duration.

The PPA base tariff is Rs3.30/kWh for the first five years and will increase by 3% every five years. The project is divided into three consumer categories: 5 MW for government bodies, 10 MW for industrial users, and 1 MW for commercial and private entities, each with a mandatory 10-year lock-in period.

Bidders must use at least 51% of the generated energy for self-consumption and demonstrate capabilities in scheduling and forecasting. Financial requirements include a net worth of Rs35 lakh/MW and an average annual turnover of Rs70 lakh/MW over the last three years.

This initiative follows MREL’s earlier 37 MW solar tender on the same expressway.
