NGEL Invites Bids for QCA Services at 296 MW Solar Project in Uttar Pradesh

NTPC Green Energy Limited (NGEL) has issued a tender seeking a Qualified Coordinating Agency (QCA) to manage forecasting, scheduling, and aggregation services for its 296 MW solar project in Fatehgarh, Uttar Pradesh. The contract period is 12 months, with the possibility of extension, and bids must be submitted by August 7, 2025. A bid security amounting to 10% of the contract value is required.
The selected QCA will be responsible for real-time power generation data collection through modem-based energy meters or SCADA systems, integrating weather data, and setting up a forecasting model using inverter and transformer data. Forecasts must be submitted in 15-minute blocks (96 daily blocks) as per RLDC or SLDC requirements, along with intra-day schedule revisions under the deviation settlement mechanism (DSM).
A web-based interface must be provided for real-time data display, with all DSM-related data stored for the contract duration. The QCA must also offer 24/7 support through a team of analysts, statisticians, and monitoring personnel.
Responsibilities also include coordinating with RLDCs, managing commercial deviation settlements, maintaining time-block-wise records, and sharing data with generators. NGEL recently issued a similar tender for its 250 MW solar project in Andhra Pradesh, while the Haryana regulator recently revised QCA eligibility norms.
