NHPC Floats Tender for 2.56 MW Rooftop Solar Projects in Nagaland

NHPC has issued a tender for the development of 2.56 MW rooftop solar projects on government buildings in Nagaland under the PM Surya Ghar: Muft Bijli Yojana. The initiative is part of the government's push to expand solar energy adoption across public infrastructure.

The last date for bid submission is April 21, 2025, with the bids scheduled to be opened on April 23, 2025. Interested bidders are required to submit an earnest money deposit (EMD) of Rs25 crore along with a performance security fee of Rs2,475/kW. Additionally, a bid document procurement fee of Rs5,000 must be paid.

Project Scope and Execution

The selected developers will be responsible for the design, engineering, supply, installation, testing, and commissioning of the rooftop solar systems. The scope also includes securing grid connectivity, obtaining net metering approvals, and ensuring 25 years of operation and maintenance (O&M).

NHPC has specified that the project must achieve a minimum annual capacity utilization factor (CUF) of 14%. The completion timeline for the entire project is set at nine months from the award of the contract.

Eligibility and Financial Criteria

To qualify for the tender, bidders must meet at least one of the following criteria:

  • Must have designed, supplied, erected, and commissioned solar projects with a cumulative installed capacity of at least 400 kW, including at least one project of 40 kW at a single location.
  • Must have developed a single infrastructure project valued at Rs4 crore.
  • Should have executed at least one 11 kV substation project, including circuit breakers and power transformers.

Financially, bidders must demonstrate:

  • A minimum annual turnover of Rs5.09 crore in the past three financial years.
  • A working capital of Rs2.38 crore.
  • Payment of Rs1,485/kW as project management charges.

Additionally, bidders must procure solar modules from manufacturers listed in the Approved List of Models and Manufacturers (ALMM).

This tender aligns with the government’s broader objective of expanding rooftop solar capacity under the PM Surya Ghar: Muft Bijli Yojana, which aims to make solar energy more accessible for public institutions and households.
