NISE Floats EoI for Drafting O&M Tender for Green Hydrogen Facility in Gurugram

The National Institute of Solar Energy (NISE), operating under the Ministry of New and Renewable Energy (MNRE), has issued an Expression of Interest (EoI) for assistance in formulating the operation and maintenance (O&M) tender of its green hydrogen generation, storage, and refueling facility located in Gurugram, Haryana. Interested parties must submit their proposals by July 9, 2025.

The selected consultant will be responsible for designing a technically robust and commercially viable tender document, outlining key aspects such as appropriate O&M models (public-private partnership, third-party O&M, performance-linked contracts), cost structures, risk-sharing, performance incentives, and eligibility criteria. The tender will cover all subsystems, including electrolyzers, compressors, storage, dispensers, and the solar installation.

The facility, powered by a 120 kWp rooftop solar system, has a hydrogen production capacity of 15 Nm³/hr (1.35 kg/hr) and 60 kg of storage at 495 bar. It uses alkaline electrolyzers (5 and 10 Nm³/hr), a 350 bar dispenser, Type-1 hydrogen storage cylinders, and a high-pressure compressor.

Applicants must propose a comprehensive cost breakdown of fixed and variable O&M expenses, including manpower, consumables, spares, utilities, and overheads. While prior O&M experience with hydrogen systems or gas-based energy systems is essential, direct experience with electrolyzer plants is preferred but not mandatory.

This initiative is aligned with the National Green Hydrogen Mission, under which India recently launched its Green Hydrogen Certification Scheme—mandating a carbon intensity threshold of 2 kg CO2e/kg of hydrogen. It marks a significant step in India’s journey to commercialize and regulate green hydrogen infrastructure.
