NITI Aayog Launches India Electric Mobility Index to Track EV Progress Across States

NITI Aayog has introduced the India Electric Mobility Index (IEMI), a pioneering tool designed to evaluate and benchmark the progress of Indian States and Union Territories in achieving electric mobility goals. The index assesses regions on a 100-point scale across 16 indicators under three key themes: Transport Electrification Progress, Charging Infrastructure Readiness, and EV Research and Innovation Status.
The IEMI offers a comparative, transparent framework that highlights strengths, identifies gaps, and encourages healthy competition among states. It aims to inform policy decisions, foster collaboration, and support India's broader goals for a decarbonised and energy-secure future.
During the launch, Rajiv Gauba, Member, NITI Aayog, emphasized that the index allows benchmarking and knowledge-sharing across regions. BVR Subrahmanyam, CEO, highlighted NITI Aayog’s continued leadership in India’s EV revolution.
In conjunction with the index, NITI Aayog released a detailed report titled “Unlocking a USD 200 Billion Opportunity: Electric Vehicles in India”, which outlines the challenges, strategic enablers, and recommendations to accelerate EV adoption. While India’s EV market has grown—EV sales rose from 50,000 in 2016 to 2.08 million in 2024—penetration remains below global averages, prompting a call for more robust interventions.
The initiative underscores the need for state-level coordination and integrated planning to meet India’s goal of 30% EV share by 2030.
