NTPC Issues Tender for Green Hydrogen Refueling Station in Odisha

NTPC has invited bids for setting up a hydrogen refueling station in Bhubaneswar, Odisha, as part of its Green Hydrogen Mobility Project. The project will be executed under the engineering, procurement, and construction (EPC) mode.
Interested bidders must submit their proposals by March 27, 2025, with bid openings scheduled for March 28. The tender requires an earnest money deposit of Rs0.2 crore.
Project Scope and Infrastructure
The selected bidder will be responsible for the design, engineering, supply, construction, erection, testing, and commissioning of the hydrogen refueling station, along with related civil and architectural work. Additionally, the contractor must provide operation and maintenance services for 10 years.
The facility will integrate an 18 kg/hr electrolyzer system provided by NTPC and will include:
- A hydrogen compression system with a capacity of 20 kg/hr, capable of compressing hydrogen to 500 bars.
- A storage facility designed for 540 kg of hydrogen at 500 bars.
- A hydrogen dispenser system to refuel fuel cell electric vehicles at 350 bars.
- Additional infrastructure such as a nitrogen generation system, an 80 kW/600 kWh battery energy storage system, a 40 kW solar rooftop installation, and a 20 kW vertical wind turbine.
Bidding Requirements
Bidders must have experience in hydrogen refueling stations or EPC experience in hydrogen generation, refining, petrochemicals, oil and gas, chemical, fertilizer, power, or metallurgy sectors. They must have handled at least one project with total petroleum hydrocarbon or hydrogen capacity.
Financial Requirements
- A minimum average annual turnover of Rs18.8 crore over the last three years.
- A net worth of at least 100% of the paid-up share capital as of the last financial year.
- Collaborators or associates must have a minimum turnover of Rs1.9 crore and meet the same net worth criteria.
Bidders must be Class-I local suppliers under the Public Procurement (Preference to Make in India) Order, 2017.
