PFC Consulting Invites Bids for 2500 MW Renewable Energy Transmission Project in Madhya Pradesh

PFC Consulting has floated a tender for the development of an interstate transmission system (ISTS) to evacuate 2,500 MW of renewable energy from the Morena Special Economic Zone in Madhya Pradesh. The project is part of India’s broader effort to strengthen transmission infrastructure for clean energy. Interested bidders must submit their proposals by June 9, 2025, with bid openings scheduled for the same day.

Key financial requirements include a document fee of Rs500,000 , a bid bond of Rs20.8 crore, and a performance guarantee of Rs52 croreto be furnished within ten days of receiving the Letter of Intent.

The scope of the project is comprehensive, involving the establishment of a 3×1500 MVA, 765/400 kV and 2×500 MVA, 400/220 kV pooling substation, installation of multiple high-voltage bus reactors, and construction of a 90 km, 765 kV double-circuit transmission line connecting Morena (near Sabalgarh) to Karera (near Datia). It also includes upgrades at the Karera substation with a 1×500 MVA interconnecting transformer.

The selected bidder must complete the project within 27 months from the signing of the transmission service agreement.

To qualify, bidders must demonstrate substantial experience in infrastructure development—specifically, projects worth at least Rs1,040 crore in total capital expenditure over the last five years. Each project must be at least Rs208 crore, and bidders should have held at least a 26% stake throughout project execution. Alternatively, bidders who have received equivalent payments for completed infrastructure work are also eligible.

Financial eligibility requires a net worth of Rs416 crore over the past three financial years, with no negative net worth during the period.
