Purvah, SAEL Among Winners in SECI’s 2 GW Solar and 4 GWh Energy Storage Auction

The Solar Energy Corporation of India (SECI) has concluded its Tranche XX auction, awarding 2,000 MW of interstate transmission system (ISTS)-connected solar projects integrated with 1,000 MW/4,000 MWh of energy storage systems.
A total of 11 companies emerged as winners in the auction, including Welspun Renewable Energy, MB Power (Madhya Pradesh), Shivalaya Construction, Oswal Cables, Purvah Green Power, Banyan Insolation (Datta Infra), LC Infra Projects, Stockwell Solar Services, SAEL Industries, GH2 Solar, and Navayuga Green Energy.
Tariffs and Capacities:
• Shivalaya Construction: 600 MW at Rs2.86 (~$0.0326)/kWh
• Purvah Green Power: 300 MW at Rs2.86 (~$0.0326)/kWh
• Welspun Renewable Energy: 200 MW at Rs2.86 (~$0.0326)/kWh
• MB Power (Madhya Pradesh): 150 MW at Rs2.86 (~$0.0326)/kWh
• Banyan Insolation (Datta Infra): 100 MW at Rs2.86 (~$0.0326)/kWh
• Stockwell Solar Services: 80 MW at Rs2.86 (~$0.0326)/kWh
• LC Infra Projects: 50 MW at Rs2.86 (~$0.0326)/kWh
• Oswal Cables: 50 MW at Rs2.86 (~$0.0326)/kWh
• SAEL Industries: 300 MW at Rs2.87 (~$0.0327)/kWh
• GH2 Solar: 50 MW at Rs2.87 (~$0.0327)/kWh
• Navayuga Green Energy: 120 MW (out of 300 MW quoted) at Rs2.87 (~$0.0327)/kWh under the bucket filing method.
The tender, which was floated in June 2025, mandates that selected developers establish a transmission network up to the 220 kV interconnection point, identify and acquire land, secure necessary approvals, and ensure project ownership and grid connectivity.
Developers are also required to integrate energy storage systems (ESS) with a minimum capacity of 0.5 MW/2 MWh for every 1 MW of solar capacity installed. The storage units may either be developer-owned or contracted from third-party providers.
Each project must maintain a minimum capacity utilization factor (CUF) between 19% and 30%, ensuring steady power generation performance.
SECI will enter into 25-year Power Purchase Agreements (PPAs) with all successful bidders. The scheduled commercial operation date (SCOD) for the complete project capacity is 24 months from the effective date of the PPA.
Additionally, all solar cells and modules used in these projects must comply with the Approved List of Models and Manufacturers (ALMM) guidelines.
This auction follows SECI’s Tranche XVII tender, held in December 2024, in which NTPC Renewable Energy, Sembcorp Green Infra, Solarcraft Power India 8 (Blupine Energy), Hero Solar Energy, and Reliance Power won bids to develop a similar 2,000 MW of solar capacity with 1,000 MW/4,000 MWh of energy storage.
