Rajasthan’s Green Energy Open Access Rules Empower C&I Consumers with Flexible RE Access

The Rajasthan Electricity Regulatory Commission (RERC) issued the Green Energy Open Access (GEOA) Regulations, 2025, marking a pivotal moment in the state's green energy transition. These regulations are a big boost for Commercial and Industrial (C&I) consumers, who make up around 22% of Rajasthan’s power demand. The new rules support their shift to renewable energy by easing open access and setting clear operational standards.

Key changes include lowering the entry threshold to 100 kW (with no minimum for captive use), thus enabling more businesses to participate. Captive renewable energy plants that generate over 100% of a user’s demand must now include Battery Energy Storage Systems (BESS). Plants sized up to 200% must store 20% of their excess energy, ensuring grid reliability—but requiring smart planning and increased investment.

Further provisions like strict 15-minute energy banking, consistent drawal across 12 blocks, and a 15-day application timeline via a central portal promote discipline and efficiency.

For C&I consumers, this means better energy security, cost savings, and help in achieving net-zero goals. For developers and EPCs, it opens doors for growth in solar-plus-storage solutions and new partnerships.

However, success hinges on smart strategy—oversizing and poor planning could result in losses. Rajasthan’s move sets a strong example for others.
