Rajasthan Solar Park Development Company (RSDCL) Invites EPC Bids for 2,450 MW Solar Park Power Evacuation System in Bikaner

The Rajasthan Solar Park Development Company (RSDCL), a subsidiary of Rajasthan Renewable Energy Corporation (RRECL), has invited bids for the engineering, procurement, and construction (EPC) of the power evacuation system for its upcoming 2,450 MW solar park in Bikaner district. The large-scale project is structured into three distinct lots: Lot-1 (1,000 MW Phase-I), Lot-2 (1,000 MW Phase-II), and Lot-3 (450 MW Phase-III).
Bids must be submitted by May 13, 2025, and will be opened the following day. Bidders are required to submit a bid security worth 2% of the estimated cost, along with a document fee of Rs29,500 and an e-procurement charge of Rs2,950.
The scope of work includes a comprehensive package: survey, design, engineering, supply of materials, civil works, erection, testing, and commissioning. Lot-1 and Lot-2 focus on 400/132 kV substations, multiple 132/33 kV pooling substations (PPSs), and several 132 kV and 400 kV transmission lines. Lot-3 emphasizes 220/33 kV substations and longer 220 kV double circuit lines with associated interconnections.
Eligibility criteria vary by lot. For Lots 1 and 2, bidders must have experience with at least one 400 kV AIS or hybrid GIS substation completed on a turnkey basis in the past seven years. Lot-3 requires similar experience but at 220 kV level. Transformer suppliers must show prior delivery of at least five 220 kV+ units ?80 MVA, with two units operating satisfactorily for a year.
The financial threshold includes an average annual turnover of Rs442 crore for Lot-1, Rs4.27 crore for Lot-2, and Rs1.57 crore for Lot-3 over the past three years.
This tender follows RREC’s December 2024 initiative to empanel developers for 511 MW of rooftop solar on government buildings across Rajasthan.
