REC Power Development and Consultancy (RECPDCL) Invites Bids for Rs1,020 Cr ISTS Transmission System Project to Integrate 3 GW RE in Andhra Pradesh

REC Power Development and Consultancy (RECPDCL) has issued a tender for establishing an interstate transmission system (ISTS) to evacuate 3 GW of renewable energy from Ananthapuram-II Renewable Energy Zone (Phase-II) in Andhra Pradesh. The scope includes significant augmentation of the Ananthapuram-II pooling station and the development of a new 765/400 kV substation at CN’Halli. The winning bidder will also construct a 765 kV double-circuit line and undertake a loop-in loop-out (LILO) of the Talaguppa–Neelmangala 400 kV double-circuit line to strengthen grid connectivity.

The total work must be completed within 24 months. Bids are due by July 27, 2025, with a document fee of Rs500,000 plus GST, a bid bond of Rs40.8 crore.

Technical eligibility criteria require bidders to have developed infrastructure projects with cumulative capital expenditure of at least Rs2,040 crore over the past five years (with a minimum of Rs408 crore per project), or have received similar value in client payments for completed works. Financially, bidders must show a minimum net worth of Rs816 crore with no negative net worth in the past three years.

This project is part of India’s broader 500 GW non-fossil fuel-based power target by 2030. With 51 GW potential identified in Andhra Pradesh alone, this Phase-II system supplements the capacity already being developed under Phase-I at the Ananthapuram-II pooling station.
