RECPDCL Invites Bids for 3.25 GW Pumped Storage Power Evacuation Infrastructure in Sonbhadra, Uttar Pradesh

REC Power Development and Consultancy Ltd. (RECPDCL) has issued a tender for the development of an interstate transmission system to evacuate power from upcoming Pumped Storage Projects (PSPs) in Sonbhadra district, Uttar Pradesh, under a build, own, operate, and transfer (BOOT) model. The submission deadline is June 27, 2025, with the bids opening the same day.

The scope includes setting up a 765/400 kV Robertsganj pooling station, loop-in loop-out of the 765 kV Varanasi-Gaya lines, and a new 765 kV double circuit line to Prayagraj. The infrastructure is designed to handle 3.25 GW of injection and 3.7 GW of drawal capacity, supporting applications from Greenko (2,016 MW) and Avaada (1,716 MW).

Bidders must pay an EMD of Rs38 crore and a tender fee of Rs500,000 plus GST, and meet stringent technical and financial criteria, including:

  • Experience in infrastructure projects worth at least Rs1900 crore over the last five years.
  • A minimum net worth of Rs760 crore over the past three years.

The project also mandates compliance with the ‘Make in India’ public procurement policy, requiring adherence to approved model and manufacturer lists. Work includes survey, design, land acquisition, clearances, construction, O&M for 35 years, and integration of advanced 765/400 kV systems with the national grid.

While the entire system must be commissioned within 30 months of agreement, the 1×1500 MVA ICT at Robertsganj must be operational by December 2030. This bid follows RECPDCL’s recent tender for a 2,500 MW renewable evacuation system in Madhya Pradesh, highlighting its strategic role in scaling India’s transmission infrastructure.
