SECI Invites Bids for 6.25 MW Rooftop Solar Projects at Government Academic Institutions

The Solar Energy Corporation of India (SECI) has invited bids for grid-connected rooftop solar projects with a total capacity of 6.25 MW across ten government academic institutions in six Indian states. These projects will be developed on a build-own-operate basis.

Interested developers must submit their bids by May 20, 2025, with bid opening scheduled for May 23. To participate, bidders need to pay an earnest money deposit ranging from Rs315,000 to Rs1.35 million and a bid processing fee of Rs6,000 plus GST.

Winning bidders must provide a performance bank guarantee of Rs3,375/kW, and also pay SECI service charges of Rs1,350/kW, plus 18% GST. Half of the service fee is due within 30 days of receiving the letter of award, and the rest before signing the power purchase agreement (PPA).

The scope includes everything from design, engineering, and installation to approvals for net metering and grid connectivity, with projects to be commissioned within nine months of the PPA date. Bidders must ensure a minimum capacity utilization factor of 15% and provide 25 years of operation and maintenance.

Delays beyond the six-month grace period may lead to project cancellation and loss of the performance guarantee.
