SECI Invites Bids for DPR Preparation of Green Hydrogen Hubs

The Solar Energy Corporation of India (SECI) has invited bids to select an executing agency for preparing Detailed Project Reports (DPRs) for green hydrogen hubs under Component B1 of the National Green Hydrogen Mission. Proposals will be evaluated through a quality-based selection system, with 60% weight on technical and land availability and 40% on presentations.
Bids must be submitted by October 16, 2025, and will be opened the next day. Applicants must pay a Rs5,000 document fee and a Rs25,000 tender management fee, though exemptions apply to registered micro and small enterprises.
Each DPR must assess hydrogen hub locations with a minimum planned production capacity of 100,000 metric tons per annum, with preference for higher-capacity hubs. The Central Financial Assistance (CFA) is capped at Rs30 million per DPR, with a total allocation of Rs280 million under Component B1.
The scope of work covers resource availability assessments (renewables and water), demand-supply mapping, grid and storage infrastructure, and port/bunkering facilities. Agencies must also perform techno-commercial, financial, and environmental assessments and provide an implementation roadmap.
Delays in DPR submission will attract a 0.5?A penalty per week, capped at 5%. Bidders must have a minimum average annual turnover of Rs1 billion over the last three years.
This tender builds on SECI’s earlier efforts, including bids for green hydrogen hub development (August 2024) and for green hydrogen production facilities under the Strategic Interventions for Green Hydrogen Transition Program (July 2024).
