SJVN Invites Bids for 1 MW Rooftop Solar Project at Itanagar Civil Secretariat

SJVN has issued a tender to develop 1 MW of rooftop solar capacity at the Civil Secretariat complex in Itanagar, Arunachal Pradesh, and adjacent areas under the PM Surya Ghar: Muft Bijli Yojana. The project will be executed in capital expenditure mode and is funded by the Arunachal Pradesh Energy Development Agency (APEDA), with no central financial assistance.
The bid submission deadline is July 22, 2025, with bids opening on the same day. Prospective bidders must furnish an earnest money deposit of Rs11 lakh and a performance bank guarantee of 5% of the project cost. Additional requirements include a tender document fee of Rs5,900 and a bidding fee of Rs8,500. The project is estimated to cost Rs5.5 crore, and the winning bidder will also pay up to 3% of the project cost as a service charge to SJVN.
The project scope includes design, installation, testing, commissioning, and five years of operation and maintenance. Solar modules must be sourced from MNRE’s Approved List of Models and Manufacturers. Projects must be completed within six months and achieve a capacity utilization factor of 12–15%. SJVN has also launched similar rooftop solar tenders in Arunachal Pradesh and other regions in recent months.
