Tamil Nadu Invites Landowners for Solar Projects Under PM-KUSUM Scheme

The Tamil Nadu Green Energy Corporation Ltd (TNGECL) has issued an Expression of Interest (EoI) to empanel landowners for leasing land to develop 1 MW to 4 MW decentralized solar projects under Components A and C of the PM-KUSUM scheme. Eligible participants include farmers, land aggregators, FPOs, private entities, and government organizations. The land must be a minimum of four contiguous acres and situated within 5 km of a 33/11 kV or 110/11 kV substation managed by Tamil Nadu Transmission Corporation or Tamil Nadu Power Distribution Corporation.
Bids must be submitted by July 4, 2025, with openings scheduled for July 5, 2025. A bid processing fee of Rs10,000 plus 18% GST is applicable. The lease offer will remain valid for 180 days from bid opening, and successful landowners must lease the land for at least 30 years. Both barren and agricultural land types are eligible, provided they are not in protected zones or wetlands.
Once empanelled, the offered land will be listed in a future Request for Selection (RfS) tender for solar project developers, who can either lease the listed land or use their own. This initiative follows TN's earlier tender for 420 MW solar development under the PM-KUSUM Component A. The move aims to expand distributed solar generation in the state while enabling rural landowners to monetize unused land.
