Telangana Issues New Rooftop Solar Regulations for Net, Gross, Group & Virtual Metering

The Telangana Electricity Regulatory Commission (TGERC) has notified the Rooftop Solar PV Grid-Interactive Systems Regulations, 2025, creating a detailed framework for rooftop solar adoption in the state. The rules cover net, gross, group, and virtual net metering for all consumers, distribution licensees, and third-party system owners.

Consumers can install up to 500 kW under net metering, with existing larger projects allowed to continue. Gross metering is permitted up to 1 MW, while group and virtual net metering are limited to 100 kW. Residential and government users may install rooftop systems equal to 100% of sanctioned load, while commercial and industrial users are capped at 80%.

The framework bars consumers from combining multiple metering options or accessing open access simultaneously. Exemptions include relief from banking, wheeling, and surcharge costs, depending on the metering category. All facilities will operate for 25 years, with mandatory safety certification for systems above 75 kW.

Distribution transformers and feeders can host rooftop solar up to 50% of their rated capacity. Billing will account for imported, exported, and net energy, with surplus settled at the lowest tariff from solar bidding or existing PPAs.

The rules also cover application timelines, safety standards, compensation for delays, metering via smart meters, CDM benefit sharing, and compliance with Renewable Purchase Obligations.
