TNGECL Invites Landowners to Lease Land for Decentralised Solar Plants under PM-KUSUM

In a move to boost Tamil Nadu's clean energy capacity, the Tamil Nadu Green Energy Corporation Ltd. (TNGECL) has issued an Expression of Interest (EOI) inviting landowners to lease land for decentralised solar power projects under Components A and C of the PM-KUSUM scheme. The initiative seeks land parcels between 4 to 16 acres for installing 1 MW to 4 MW ground or stilt-mounted solar plants, located within 5 km of TANTRANSCO or TNPDCL substations with 11kV or 22kV feeders.
Open to farmers, FPOs, cooperatives, NGOs, companies, and other Indian-registered entities, the EOI requires valid land ownership and documentation like PAN and GSTIN. The selection involves a two-stage process: technical and commercial evaluation, followed by lease price-based ranking. Bids must be submitted online by July 4, 2025, along with a processing fee of Rs10,000 plus GST.
TNGECL, formed through the merger of TEDA and TANGEDCO’s renewable wing, will act only as a facilitator, not a party to lease agreements. This decentralized model is expected to create rural income streams and streamline project execution by offering developers access to pre-vetted land. With Tamil Nadu targeting 50% renewable energy by 2030, this effort marks a key policy step in its energy transition.
