U.S. Finalizes Major Tariffs on Southeast Asian Solar Imports Over Dumping and Subsidies

The U.S. Department of Commerce has completed its investigation into solar panel imports from Cambodia, Malaysia, Thailand, and Vietnam, confirming that these countries sold solar products at unfairly low prices in the U.S. (dumping) and benefited from illegal subsidies, some of which even came from China. This is a rare case where subsidies from a third country have been officially acknowledged.
These findings mean that the U.S. might impose heavy duties on imports from these countries starting June 9, 2025, depending on a final ruling by the U.S. International Trade Commission (ITC) in June.
The penalty rates are high. For instance, Cambodia’s Solarspace New Energy received a massive subsidy rate of 534.67%, while some others went as high as 3,403.96%. Vietnam’s solar exporters like JA Solar and Jinko were also hit with dumping and subsidy rates of over 100%. Thailand’s Trina Solar and others also faced high penalties, with Sunshine Electrical seeing up to 799.55%.
These tariffs are a response to the rapid growth in solar exports from these nations to the U.S.—Vietnam alone exported over 12.3 billion watts of solar power in 2023. The U.S. hopes these measures will protect its domestic solar manufacturing from unfair foreign competition.
