U.S. Launches Anti-Dumping and Subsidy Probes on Solar Imports from India, Indonesia, and Laos

The U.S. Department of Commerce has initiated anti-dumping (AD) and countervailing duty (CVD) investigations into crystalline silicon photovoltaic cells and modules imported from India, Indonesia, and Laos. The move follows petitions filed in July by the Alliance for American Solar Manufacturing and Trade, alleging that these countries are selling products at unfairly low prices with government subsidies.

According to Commerce, India is accused of dumping at 123.04%, Indonesia at 94.36%, and Laos between 123.12% and 190.12%, with all three exceeding the 2% subsidy threshold. In 2024, India exported 2.29 GW of modules and cells worth $792.64 million to the U.S., accounting for 99.5% of India’s total solar exports in Q1 2025. Laos and Indonesia exported 1.9 GW and 1.8 GW respectively.

The U.S. International Trade Commission will give its preliminary ruling by September 2, 2025. If the findings are affirmative, Commerce will announce preliminary CVD results by October 13, 2025, and AD results by December 26, 2025.

Indian manufacturers deny receiving subsidies or selling below cost, but the investigations coincide with newly imposed 50% tariffs on Indian goods, which may push Indian exporters to explore alternative markets beyond the U.S.
