UPNEDA Floats Tender for 10,000 Decentralised Solar Power Packs Across UP

The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has released a tender to supply, install, and maintain 10,000 decentralised solar PV power packs aimed at electrifying rural households across Uttar Pradesh. Each power pack system will include a 200 Wp indigenous solar PV module, LiFePO4 battery (12.8V, 80Ah), five LED lights, a 20W DC ceiling fan, and a DC USB mobile charger.

The project includes a five-year comprehensive maintenance contract and mandates the setting up of service centres in each district to ensure a 72-hour complaint resolution window and quarterly maintenance. The tender specifies compliance with BIS/MNRE/IEC standards, including minimum module efficiency (14%) and cell efficiency (16%).

The estimated project cost is Rs37.94 crore, and the work must be completed within four months of the work order. Bidding is through an e-tendering process, with submissions open until April 23, 2025. The technical bids will be opened on April 24 at UPNEDA’s headquarters in Lucknow. A pre-bid meeting was held on April 9.

Only individual bidders are allowed; joint ventures or subcontracting is not permitted. Bidders must have an average turnover of Rs11.4 crore during any three of the last five financial years and a positive net worth. MSEs from Uttar Pradesh are exempt from EMD upon declaration.

Eligible bidders must provide valid component test certificates from MNRE-authorised or NABL-accredited labs and submit a notarised affidavit confirming compliance, including no pending tax dues or blacklisting.

This initiative aligns with UPNEDA’s push for clean, decentralised energy solutions, improving energy access for underserved communities and furthering Uttar Pradesh’s renewable energy goals.
