WBERC Issues New Rooftop Solar Regulations for Prosumers

The West Bengal Electricity Regulatory Commission (WBERC) has released the 2025 regulations for grid-interactive rooftop solar systems. These rules apply to all prosumers—consumers who both use and generate electricity—connected to state distribution licensees. Prosumers can install rooftop systems independently or through service providers under RESCO and ULA models. Capacity is capped at the consumer’s sanctioned load or contract demand, and prosumers may choose net metering, net billing, or gross metering. Battery storage integration is also allowed.
Applications must be submitted online or via hard copy, with fees of Rs1,000 for LV/MV consumers and Rs5,000 for HV/EHV consumers. Systems up to 10 kW are automatically feasible, while larger systems require a study. Installations must be completed within 180 days of clearance. Switching between metering types is allowed once a year.
Distribution licensees are required to publish detailed procedures, create an online portal, and ensure government incentives reach prosumers. They must also conduct feasibility studies, manage metering, and provide quarterly updates on capacity.
Technical rules include anti-islanding protection, inverter compliance with harmonic standards, and NABL-certified testing. Energy generated contributes toward Renewable Purchase Obligations (RPO). Feed-in tariffs will be set by the Commission for a 25-year period.
