Bihar DISCOMs Climb National Rankings with Improved Service and Operational Performance

Power distribution companies in Bihar have recorded notable progress in national evaluations conducted by the Ministry of Power in collaboration with REC Limited, reflecting significant improvements in service delivery and operational efficiency.
North Bihar Power Distribution Company Limited secured an ‘A’ rating in the Consumer Service Rating of DISCOMs (CSRD), highlighting strong performance in key areas such as supply reliability, billing efficiency, and grievance redressal. In addition, the utility ranked among the top five state-owned distribution companies in the Distribution Utilities Ranking (DUR) report.
Meanwhile, South Bihar Power Distribution Company Limited achieved the 13th position among state-run utilities, indicating steady improvement in its operational and service benchmarks.
According to Rahul Kumar, the enhanced rating reflects gains in billing and collection efficiency, supported by the rollout of smart prepaid meters and technology-driven monitoring systems. Mahendra Kumar also noted that continued investments in system upgrades and digital solutions have contributed to improved performance.
Manoj Kumar Singh stated that the results demonstrate structural transformation in the state’s power distribution sector, driven by policy reforms, technology adoption, and institutional strengthening. Bijendra Prasad Yadav reaffirmed the government’s commitment to enhancing reliability, affordability, and transparency in electricity supply.
The CSRD framework assesses 66 utilities based on consumer-centric metrics such as service reliability, new connections, billing, and complaint resolution. The DUR report, on the other hand, evaluates financial sustainability, operational efficiency, infrastructure readiness, and future preparedness.
Officials attributed Bihar’s improved standing to measures including reduction in aggregate technical and commercial (AT&C) losses, expansion of smart metering infrastructure, and increased digitalisation across utility operations.
