SECI Seeks Proposals for 80 MW Short-Term Firm Power Supply in Tripura

The Solar Energy Corporation of India (SECI) has issued a tender inviting bids to supply 80 MW of firm power in Tripura on a short-term basis through the open access route. The tender allows participants to offer power generated from a combination of sources, including solar, wind, hydro, thermal, nuclear, hybrid systems, or energy storage solutions. The deadline for bid submission is April 8, 2026.

Under the tender guidelines, bidders must commit a minimum of 10 MW capacity from a single source of generation, even if offering a mixed portfolio. A unified tariff is required for the entire quoted capacity, and the rate must remain fixed throughout the contract period without any escalation. To participate, bidders are required to pay a processing fee of INR 40,000 (plus GST) and provide an earnest money deposit of INR 7,500 per MW per month. Successful bidders will also need to furnish a performance guarantee of INR 50,000 per MW per month.

The contract will cover power supply for the period from April to June 2026. Tripura State Electricity Corporation (TSECL) will act as the final procurer, while SECI will function as an intermediary agency. The delivery point for the power will be at the Tripura state periphery, with specific responsibilities for transmission and open access charges shared between the buyer and the supplier as per the agreement terms.

Following approval from the Tripura Electricity Regulatory Commission, SECI will formalize a Power Purchase Agreement (PPA) with the selected bidder, and supply is expected to commence within a day of signing. Both the procurer and the supplier must adhere to a scheduling discipline, ensuring that monthly deviations do not exceed 15 percent of the contracted energy. Any deviation beyond this threshold will attract financial penalties, ensuring accountability on both sides and maintaining reliability in power supply.
