Adani Electricity Mumbai, Tata Power Delhi Lead Discom Rankings for FY25

Adani Electricity Mumbai, Tata Power Delhi Distribution, and Noida Power Company Limited have once again secured the top positions among India’s electricity distribution companies (discoms) in the FY25 rankings released by Power Finance Corporation.
The rankings, unveiled at the Bharat Electricity Summit, evaluated 66 discoms on parameters such as institutional capability, financial health, operational efficiency, and service quality.
Following the top performers were Dakshin Gujarat Vij Company Limited, Brihanmumbai Electric Supply and Transport (BEST), Thrissur Corporation Electricity Department, Assam Power Distribution Company Limited, BSES Rajdhani Power Limited, and TP Northern Odisha Distribution Limited.
Addressing the event, Power Minister Manohar Lal Khattar stressed the importance of coordinated efforts between the Centre and states to ensure affordable, efficient, and reliable power supply. He also highlighted the need to enhance per capita energy consumption and accelerate the transition towards renewable energy, while noting the potential role of nuclear power as a clean energy source.
In a separate address, Minister of State for Power Shripad Yesso Naik pointed out structural challenges facing discoms. He said tariffs that do not reflect actual costs, combined with delays in subsidy disbursements, often force utilities into costly short-term borrowing to sustain operations.
He further noted that cross-subsidy distortions are pushing industrial and commercial consumers towards open access, weakening the revenue base of distribution companies.
State representatives, meanwhile, have urged the Centre to ensure cost-reflective tariffs through stronger policy mechanisms or binding regulatory guidelines. They also sought central support for reform-linked debt restructuring to improve the financial health of discoms.
Overall, the report underscores both the progress made by top-performing utilities and the persistent structural issues that continue to impact the broader power distribution sector in India.
